The items are not for circ in traditional sense. but they have users to request from the opac and the librarians / archivists sometimes bring up the item from storage / closed stacks. these items they are planning to track with on-site circ

That was what the latest version of the patch series and the newest test plan was supposed to ensure. Does that seem reasonable?
