13:54 paul_p ...but I'm still not sure what the feature is for => sometimes libraries (using Koha) issue books to other libraries (not -yet- using Koha). Once "issued" has checked-in the books to "issuing", they provide a list of barcode, that is used to compare which has been checked-in in Koha and checked-out/removed from the other ILS.
13:55 paul_p in France, each "département" has a library dedicated to issuing books to small libaries. The small libraries don't own any book, they just get them from the "BDP", and renew their collections every 6 months
