I was actually trying to replicate a "bug" (I think it's a bug) that I found on an 19.05 install on my local master. If opacuserlogin is disabled and OpacAllowPublicListCreation is disabled, there is still a "New list" button that appears when viewing the list of public lists |

Technically, no one should be able to make lists, public or private, in this case since users cannot login to their account to create private lists nor create public lists |
