I was messing with the fines section. I thought that I started with 28.00 of fines and wanted to pay just part of it. So I input 4 dollars and then hit submit. When I looked back up it said I owed 10.00 for one book and 14.00 for another for a total of 24.00, so naturally I was thinking "Why didn't it take off the partial value.
