Though a word of warning, I'd strongly advice in favour of doing it on top of the outstanding ILL enhancements dependency tree (of which bug 18589 is at the top). Otherwise you're likely to run into some serious merge pain further down the line as what you're proposing will seriously conflict with stuff in that tree.
