Its mode 755 owner root from the koha startup scripts. The per site subdirectories are properly owned. Hence my putting the lockfiles in /var/lock directly with appropriate naming to ensure no collisions. Ditto for standard 19:20 dpk1 I tried to use /var/lock/koha initially and discovered that.
