On my co-workers machine she can run ktd up and log into Koha, but cannot apply patches, so it seems to be very specific to git bz config
20:42 davidnind            I've never tried to get it working on a Windows desktop with Windows Subsystem for Linux. I would create an issue on koha-testing-docker for the issue you are having and send an email to the developers mailing list to see if anyone has.
