I'm doing some testing of something and, as part of the testing, I'm dropping the koha_kohadev db, creating it, granting the koha_kohadev user all privileges on it. Then I go to the installer page, and run through that though, weirdly, it doesn't offer to populate any sample data. Anyway, once it's done, all the tables appear to be created, but they're empty. Even tables like
