Joensuu is set to allow transfers to Karsikko. Karsikko is not allowed transfers to Joensuu. We still can place holds from Joensuu to Karsikko, we can checkout Karsikko's items from Joensuu, we can return Karsikko's items to Joensuu.

The database has been restored and the config file configured for domain name, rather than IP address, access.
